Ok, I think I've fixed the makefile. Just copy/paste it again from the tutorial post but this time replace all the <tab>'s with real tabulations. The problem is that make is sensitive to tabulations. Because of Forum posts display, tabulations become several spaces and make doesn't like that at all.
Let me know if it fails again.

Also, I've added all other pre-compiled files in openxdk.zip archive.
So, theoretically, just cygwin and this archive (May 2007) may be enough...
Shortest procedure (warn me if it fails) :
