Well my guess and I do state guess is that the bios dosn't support the video chip you are using properly

Actually now that I think about PBL dosn't work on 1.6 Xbox's due to the video needed for the bios selection part  you need to use PBL Lite or Frosted Bios Loader

Yoshi's 1.6 debug BIOSes didn't work for me.  I ended up using 5558_debug.rar.
