yes, fatx supports read-only, I do not know of any current app that can set file attributes though.

Xbox Neighborhood can set some file permissions when running the debug bios. They are barely used tho (only with c:\Audio and c:\xodash\media afaik).

I'm trying to find Xbox Neighbourhood, i've searched XBINS but can't anything. Could someone send a PM to just give me a clue.... not asking for anything more

I'll give a clue: Xbox neighborhood is part of the XDK, which is only given to official xbox dev studios. So...
1) It will never be hosted on xbins
2) We can't help you on how to find it
