No, it isn't "loaded as a driver" - like most of the hardware control code, it's all packed in libraries, and statically linked into the apps.
You can patch these, of course, after a LOT of work in discovering where the critical code is.
...or you can modify a $7.99 controller to swap out the thumbstick wiring. This might require a bit of work as well, as the thumbstick switches may be mounted to a board, but you can look around for other controllers as well.
