You need Visual Studio (or at least c++) 6.0 Professional or Enterprise, and no, they're not free.

You realize that the XDK is VERY illegal. MS doesn't like unauthorized people having it.

Also, you'll need extensive knowledge of C++ Programming before you start using it. I assume you don't have any knowledge whatsoever since you can't even seem to read the readme file or the tutorials at xbox-scene.
