CodeBreaker never came out for the Xbox, nor has any other cheating app.
M$ will likely never "sign" (or otherwise authorize) such an application.
It will be up to the underground scene, in cooperation with a team like the X-ecutor2 team who can heavily modify the BIOS, to develop such a thing.
It's not hard, when the Xbox is cracked open like it is.
In the meantime, you can always check out
Xbox-Saves.com and try that out for various unlocks and such.
