linux starts on command line but today there are many great desktop environments such as gnome,kde,xfce etc.
these are running through the x-server which provides a simple gui.
most distros out there load the x-server at boot time which parses a config file to check which desktop environment to load so you won't need to use command line. the gui is loaded before you can do anything.
the most popular is kde. it offers features similar to windows but the xbox doesn't have enough ram to have it run smoothly. the best thing between usability and speed is xfce.
