Sure Fire Way Of Soft Mod + Hdd Upgrade?

I read the sticky, and although it's somewhat thorough, a lot of it I just don't get.  Like for example unlocking your hard drive on your XBox and hooking it up to your PC and then using the XHDM to create a new HDD from scratch.  I don't understand why you'd need to unlock it if it's a blank drive.
I basically did something wrong along the lines of my HDD rebuild.

I had Ndure and XHDM files set up.  I pulled eeprom off my modded Xbox using that MagicConfig thing or whatever.  Then I renamed the bin file to "eeprom" and put it in the eeprom folder.  Then I made the ISO.

I got into my hard drive, used HDM VGA mode to build a new HD from scratch, followed all the prompts and confirmations.  After I "successfully" built my HD from scratch with UDAT and TDAT files from my stock drive, I rebooted and went to the 3 option "Linux with Unlocking/locking utilities" to lock my drive.

I locked it, shut down my PC, opened up my Box and then hooked the locked drive in and booted up.  Error 21.
