the region information is kept in your xbox Eeprom.
You can only change that with some homebrew software if you have a softmodded xbox or a modchip.
So, you have a couple of options.
1. Get a modchip so that you can do a softmod. You don't need one permanently. You can remove it when the softmod is installed.
2. Do a hotswap with your disk. With this method, you let the xbox unlock it's harddisk. You connect that temporary unlocked harddisk to your pc and you install a softmod on it. This method can damage your harddisk, your mobo and your pc as you have to disconnect the xbox ide cable and connect the pc ide cable with the power on. None of those are designed to do this.
3. Buy or build a eeprom reader. With this, you can read and even reprogram your xbox Eeprom. If you have your Eeprom.bin contents, you can use the Xboxhdm pc package to install your softmod. You could also change your region information and proceed the softmod with the games. The pc liveinfo package is what I would recommend to change Eeprom contents. Make sure you have a backup of your original eeprom contents before you change something.
