your eeprom is a physical chip on your motherboard. It contains data that's unique to your xbox.No, you cannot "download" an eeprom.bin file and expect your xbox to start working again. If you didn't make a backup of it (like you should have), then you're S.O.L. and only a modchip can save your xbox now.

Try searching tutorials, there are a plethora of them.
Then when you have an Idea about how your xbox functions, use said knowledge to fix the problem.

People are only bound to get impatient when the same 3 or 4 questions are consistantly asked.

you sound like you might need some help from the NOOB forum, not the Expliot forum. This forums scope is on installing a softmod, not restoring files. Once your Hard drive is restored, you can decide if you want to go through all this again trying to install another softmod.

and don't tell me you looked but couldn't find the answer. This stuff has been covered a million times in this forum alone, if you cared to look, you would already have your answers.
