1+3 didn't work in any instance (signals didn't look like VGA at all). Luckily, I made a switch (for compatibility-reasons) to switch between 1+3 and 2+3.
My advise/suggestion is (if it is possible at all) to enable the encoder to output a VGA-signal of 640*480 when the mode is 1+3. Since mode 1+3 isn't used for anything else (and also because it is considered the 'native' VGA-mode), it is safe to 'force' it always in this mode. Don't change anything else for mode 2+3.
Most monitors do support 720*480. However, I have at least seen one TFT-monitor (a 15") that can't handle it and displays pretty colored lines and squares instead (in other words: garbage).
I test with an LM1881, so it isn't a SOG-problem.

Yes, I tested the cable with a Junkmonkey's IND-5001 VGA-BIOS and mode 1+3 worked.
