Non Xbox Live Dashboard!

Two quick questions,

I am about to softmod a mates early xbox V1.o with the non live dashboard.

If I use UDE 1 or the newer UXE itools package:

1: am I right in thinking that the package will work even on a non live dash & install all the correct files

2. How do I change the IP address with ltools to what I need. Can you only do this from a live enabled dashboard first or do I edit the gamesave first to set the IP to what I need. With Mordens softmod you could set the IP up as that booted evox dash.
