On any IP based network... whenever there is a IP conflict between two box's one box releases its ip.   (its not a release similar to running ipconfig /release, it drops off the network completly)

Fix your IP addresses between your two box's.  If your using DHCP and it is being served off a router.  Goto your router and clear the IPs that have been given out.

I had this problem with my belkin router and the DHCP server in the router was the dumbest POS ive seen.  I had to statically set my pc to be an ip other than the IP the DHCP server was giving me because in its ip to mac address table it was assigning the same ip to my pc and my xbox.  DHCP servers are not supposed to do that LOL.

Aright this might be were some confusion comes in so bear with me....

click start -> settings -> control panel.
click network connections
right click on Ethernet adapter Local Area Network and click properties on the menu that pops up.
In the window highlight Internet Protocal (TCP/IP) and click the properties button
Change the IP Address to 192.168.0.3 and click ok.
Once its done reboot the PC.

Once the box comes back up you should be able to ftp to your xbox.
