i think i might have an answer to your first question.  i was wondering the same thing a few days ago until i came across something in a different forum.  the 007 exploit only works when the save is on the harddrive because the actual underrun or whatever occurs on the harddrive, not the memory card.  your memory card is just the middle-man between your computer (or modded xbox) and your unmodded xbox.  but im not sure either, just an idea
