It has to be resigned. All XBox saves have CRC checking built in, sometimes more than once per save file. The trick is finding the signing key, each save is different. Once you have the key there is a program that can resign the save, sorry I cannot remember the name of it.

I am very interested in finding out how to find the crc key for this utility, or another way to sign hacked gamesaves. Please let us know if you have any information regarding this topic.
