First, you need to make sure flash protect is turned off (on the bank selector switch).

Second, don't use M7 it's very outdated. I'd go with Evox M8+ or X2_5035.

Third and most importantly... make sure you have a 512K BIOS (for flashing 1 bank) or a 1MB BIOS for flashing both banks on the chip.

Someone recommended a different bios, and it worked like a charm.  So, the problem is solved!
