Change 192.168.0.3 to 192.168.1.3

Can you be a bit clear with the details.....

XBox IP details:-
IP:
Mask:

PC IP Details:- (Start button --> Run ---> type "cmd" enter --->type "IPConfig /all" enter)
IP:
Mask:

Also how are you connecting them together ?

If its the direct method, are you sure you have got a crossover cable ?

With out the info from your PC adaptor it is imposible to help. Go to network connections in control panel and right click on the adaptor that is connected to the xbox. select Status then the tab that says Support, then Details and post those details here.

Change the Xbox to 192.168.1.X ( X is any number from 1 to 255, except 4)

After rebooting the xbox do you see the IP address on the dashboard (usually top left corner depending on the skin)?

I couldn't find anything that said security center or firewall other than the one in my virus scan. and that one I disable before I started posting

Try reading the tutorial in my sig so you can get a better understanding of things, it's really pretty simple.  You post conflicting IP's so it's hard to tell what you are actually doing.  And your xbox will have different settings for evox, xbmc, etc. so maybe just focus and try this on evox for now until it works.
