Most chips are preflashed with a legal bios. You can only run all the neat developer software on a hacked bios (ms code integrated= not legal).
You never need to do anything with locking unlocking your drive unless you are swapping. So booting into a unlocked bios is pointless, but the answer is yes, you can boot to an unlocked hdd with most chips. As far as booting without a hdd in, I think you can with an x3, but your options are very limited. You have no OS to run at that point, hence nothing to do. I'm not sure if you can boot straight to a disc by bypassing the hdd if thats what you mean.
