I think you need to read up on a little bit more on tsop flashing. You aren't flashing the eeprom, but rather the tsop. If you're Xbox is softmodded, the jumpers are enabled and you can gain ftp access, you definately can run raincoat to flash your tsop. Make sure you have the proper size bios.
EDIT: In order to flash the tsop, the chip must be removed or at least not grounded when you turn it on.
