Error 13 is not a bios error, it is a hard drive error.

13 - kernel - Dashboard launch fail (due to missing/bad key, or anything else that would prevent it from running) and the dashboard didn't specify why it failed.

It's possible your hard drive failed.  Ftp into your xbox and see if you can read the drives.  Go into c and make sure you have a dash and that its named right (xboxdash.xbe, evoxdash.xbe, avalaunch.xbe, etc).  If you cant ftp, try throwing in another one and format it and see if it works.  If so, try reformatting your big hd, you will lose everything but it may be the only way.  If that wont work, the drive is dead.
