not entirely, some people use conductive pens or grease, ive heard of some getting by just taping wire down to bridge the pionts

with a 1.3 xbox you cant go on live witha flashed tsop, since its only 256k, but with older versions (1.0 and 1.1) you can flash up to 4 bios to the 1mb chip and install a switch to go on live

nope.  v1.2 and 1.3 xboxes only have a 256K TSOP, which means if you flash it with a mod BIOS to play homebrew apps and backups and the like, if you try logging on to xbl you will be banned.  You would have to reflash it with it's original retail BIOS to try to go on Live.

Tsop is not just there waiting to be flashed?

If by which TSOP you mean how large it is, if you have a v1.2 or 1.3, it has a 256K TSOP.  If you have a v1.0 or 1.1, it has a 1024K TSOP.  If by which TSOP you mean who manufactured your particular TSOP, the chip should have a manufacturer name on top of it.

Negative things about TSOP flashing:  If you have a 1.2 or 1.3, you would be unable to go on xbox live without first reflashing with the original BIOS it had.  If you ever get a bad TSOP flash on a 1.2 or 1.3, it is a serious bitch to recover from.  Some people flash their 1.2s/1.3s, but I would recommend getting a modchip for these, it would save you a lot of hassle in the long run.  If you have a 1.0/1.1, there are fewer detriments to TSOP flashing if you do it right, because you can install a switch and switch between retail and mod.  And a bad TSOP flash on one side just means boot to the other side, flip switch and reflash.

TSOP is not just there waiting to be flashed?  eh?  I'm not sure what you are asking here.  If I had to guess, it's re-asking about the soldering thing and if you have to do it or not.  One way or another, to do a TSOP flash, you have to take the xbox apart and connect a couple of points, either by soldering or conductive pen or what have you.  TSOP will not be flashable unless you do this.
