There si piracy, but out of the like 15 million xbox owners there are only like about 50000-150000 with modchips. Besides you still need originals to play on xbox live.

ASIA) Too many modded Xboxes for Xlive ?
>> From news.zdnet.co.uk:
QUOTE

MS has finally launched its Xbox Live online gaming service in Asia, but it faces a challenge in the region due to the prevalence of mod chips.

Bowman, Asia Pacific general manager for MS's home and entertainment division, declined to guess how many Xbox consoles in Asia are of the modified variety, saying that no definitive study had been done.
However, he said that "we acknowledge that some people in Southeast Asia -- just like people in other regions where we have released Xbox Live -- have chipped consoles and will, therefore, not be able to enjoy Xbox Live or authorised aftersales service and support."

Chin Jun Fwu, programme manager of Asia-Pacific online gaming for analysts IDC also declined to speculate on the popularity of modified consoles, but admitted that software piracy is rampant.
"It will be challenging for MS. Southeast Asia is still immature when it comes to legal software," he said.
MS's Xbox Live will have a good chance of success if an online game with adult appeal becomes available, said Chin. Adults can better afford original software and subscription fees, compared with the usual teen gaming crowd, he said.

Different market matey. Asia has a huge piracy problem. The thing is that it's seen as normal over there, because everyone does it with little or no worries. They sell pirated software on open-air market stalls over there and cops generally don't bat an eyelid (although China had a recent crackdown, I believe).

Over here modded Xboxes are in short supply. Over in Asia you've got to mod your box to play the pirated software that's become mainstream, not that it makes it any better.

Basically, don't try and legitimise software piracy. It's wrong; there's no two ways about it.
