Technically you can use a 230 watt iron to solder it if your hand was quick enough. The reason you use a low wattage iron like a 15 is because the temp is lower so you dont put so much heat in the trace or component. It gives you more time before the trace or component is damaged. The best thing to do is to choose the proper heat for the application. For smd work, small component, and small traces a 15 watt (Low heat) is best. The key to making solder "stick" is preventing oxidization. Flux is the key to this.

I used a 45 watt iron, flux core solder with a rusty ol flat head on it and I flashed it.

NOTE: If you can't flash your TSOP even after bridging the points with a pencil, conductive ink or rear window defogger repairing kit, try to clean the board with acetone, to remove the acrylic layer on it.
