If it is a corrupt OS, you have to have the HD or the DVD connected for recovery to work. the recovery.bin has to be on disc or on e: on the HD

If you made a recovery disc (CDRW or DVD-r) and unplugged the HDD and it didn't go to orange led and then auto shutdown during recovery, it sounds like you have a bad chip (especially since you got the other ice chip to boot).  You could try to FTP the recovery.bin file onto your E drive using the good chip, power down, then swap chips and try to recover.  Atleast you've verified your installation is good.  I've got the same problem but don't have an extra chip or x-box to verify my work.
