try starting the xbox by pushing the eject button and that should take you to the OS startup screen and from there you should be able to reload your eeprom.  I'm not 100% sure because I don't have my xbox here in front of me.  If that doesn't work open up the box and flip the recovery switch on the chip and try that way.
