It will copy over the stuff from my old hd to a new one AND format the drives?
Also, can I need a splitter, or any other way i can provide power to both hdd's?

Yes.

A splitter will work but you can also use an extra power plug from your PC's power supply (Needs a standard molex connector) or any thing else (External case, etc) that provides power to a molex connector power plug.
