If retailer is at same country then I would say go ahed.
Retailer don't mind and no risk for it to be stuck at the customs.

Customs is in no position to test them anyways. If the chip is defective etc.. and it was flashed.. you got little choice.

Hundreds of chips have been sent back to chipmakers and sellers of sall types.. and many had been at least partially flashed in some cases.
