Problem seems to have been fixed after I locked the hard drive installed. Didn't notice it in any documentation though.

Booting from the retail bios to MS dash requires HD to be locked - its part of the box's lame security

Yes, but it still should have booted and given me an error code.
In my instance, when not locked, the system never booted up. I selected Original Bios and it would shutdown.
