The eurasia disc should be burned on its own as an ISO. the bios disc is burned seperate and is a data disc. rename the bios to bios.bin.
You also need to use an old style genuine mS controller. 3rd party ones don't work with Cromwell.

Update- Got it working...on Bank 1.....used M8 Bios 512K size...make sure you are using an original Xbox controller .......I want to thank those few guys that help me out........you guys are super
