You don't need to touch the topside D0, and you also don't have a V1.5 xbox.
  Use the bottomside D0 as it is much bigger and if you can't get solder to stick to that then you either have crap equipment/material, or you smoked too many drugs. =)
  You can also put a little flux on the pad before you solder to help it stick

I was messing around with the chip and one of my 'perfect' solder jobs pulled right off.  I resoldered it and BAM it booted fine.  

Thanks for the advice.  Problem solved.
