Yes you can/that is how you should do it.
With a 1.6, a lot of the time it won't load flashbios. So just boot cromwell, and just before you insert the bios disc (after loading eurasia), just flip the switch over ot bank 1 so that it will flash bank 1.
This way if your flash fails, you can always go back to bank 0 and try again rather than having 2 useless banks and needing to hotswap
