depends on the mod chip you have.  THe duox2 lite does not need it (without it, it is always on), the regular duox2 does need it (or connect BT to pin 9 for always on).  
  I have not used the newer GS duoX2's and have heard that they are like the lites in not needing the wire, but I cannot confirm that.

Leaving a signal pin floating is not a good idea. While it may work it is not forced to be stable. I would just tie it to pin 9.
