Not Working?

When i install the duox2,it seems not work.It appears the MS's "XBOX",not with "evox" or other color.

The voltage beteen pin2 and pin9 is zero.(also pin2 and pin15)

Anyone knows where is the problem? D0 or any else?
my xbox's version is 1.6.
