Something may have come adrift with the install. Double check the lPC connections and soldering.
Does the Xbox boot with the chip off?

Try sliding over the bank switch.. Definitely sounds like an iffy soldering connection somewhere though.

It's most likely bad soldering, unless you recently tried flashing the BIOS and installed a bad bios.  And if you haven't done any flashing/reflashing, then it is your soldering.

The D0 is not the cause of the issue.
Its where the male pinheader solders into the motherboard.

Either follow chancer's tutorial (the link is in his sig.), or hackdabox's tut.   if you have never soldered before i dont suggest starting with your xbox.  practice on something else firs

It could be a bad flash of the bios which a hot swap would solve.  But considering neither bank works, I would still think it is your soldering that is the problem.

your test doesn't rule out solder splashes that can be bridging traces on the board.  THe only way to really find those is my careful examination of the board with a magnifying glass.

Testing a bad connection like that will not give correct results.
You have to measure from the next via back from the lPC point with your probe to the top of the corresponding connection on the chip itself.

I finally got it working!!  Turns out it was an poor solder job done to pin 6.  It's working perfectly now.  Thanks to all the guys who helped me arrive at this conclusion.
