I believe (if anyone wishes to correct me on this), that since you have a version 1.6 Xbox there is an incompatibility with certain flashbios bios'. Thats why your chip is flashed with 2 version of a flashbios.

Boot with the flashbios that works with your box then switch to the other bank and flash with the correct 1.6 version bios... don't forget to make sure the bios is correctly formatted to the right size of the open bank. So if something goes wrong you still can access the flashbios that works for your version of Xbox.

MMX is 100% correct.  Your install is fine.  There is a reason Team Omega give your Cromwell and the Flashbios on the 2 banks.  
 -  For some 1.6's, FlashBios does not work.  You get exactly what you just described.
 - For some 1.6B's, Cromwell does not work and you will get exactly what you described.

That is why they give you both.... So that one will work.  Just use the one that will work, and before you actually flash the BIOS, just flip the switch and flash the other bank.  Then you are all set and never have to worry ever again.
