You have a short somewhere, solder splash perhaps.
Post a pic of the install underside it makes it easier to see any problems
This assumes you have plugged everything back in including fan. and video cable
We need more detail of what occurs on screen? does the M$ bios boot ok still?

you can meassure the points by holding the black mulitmeter pin to the case, and the red one to the points on top of the chip.
please post your results here.

crap. i just saw it goes from green to amber.
is there a standard av cable in the box?
and is it a blue duox2 or a white one?
