I have come accross bad soldering on the LPC causing this before but I don't see how it can have been on yours or did you resolder the LPC as well as swap the chip?
If you did I would not bin the chip I would stick that in now and flash it.

I had this exact same problem just today and I isolated it down to...... eek...... My 1st bad DuoX2.

Flashbios says the chip is in read only mode.... which the DuoX2 does not have, and Cromwell just freezes after I stick in the Eurasia disc.

I double checked my soldering and it was perfect.  Tried about a dozen times with tha chip and always get the same read only error.  So I tried 2 other DuoX2's without adjusting my soldering at all.  Both DuoX2's worked perfectly and flashed them both.  Then I put the first one back on and got the same error again.  Then I put a different one back on and it worked fine.

So I was thoroughly able to conclude the chip was giving the read only error problem.
