can u post a pic of the soder job?

is the BT wire on the top left of the eject?

did u try to power up on bank 0?

with the chip installed can u power up on eject?

the red tells you the chip is getting power so its supposed to be on

If the RED lED is not on then Pin 9 is not soldered correctly on the LPC. Its easy to check just connect BT on the chip to Pin 9 on the chip and the chip should be always on and RED Led blinking.
No red LED = No power so the install is not as good as you think. Re-do it it won't hurt.

as chancer said ... you are not getting power to your lpc. Use your meter to check ...

put a lead on pin 2 and another lead on pin 9 and set to volts dc

no power ? = re solder !

Tell us where the chip came from...and post pictures of the install top and bottom.

And when they say bt to pin 9....they mean....bt on the chip to pin9 on the chip....not the coresponding motherboard point

With the BT and Pin 9 connected measure for 3v3 on the BT pad on the chip. If you have 3v3 and no flashing LED the chip is faulty.

It could be a clone....or a faulty chip...more likely a clone than a faulty chip. You can have any number of clones.....but in authentic versions of any chip it is somewhere around 2 or 3 per thousand that are duds...and if your supplier is any good they will just give you that many on your next order....if you could find out where your co worker got it from it would be of much help to me as im doing a little investigating of the duox2 clones.
