Switch your bank to Bank 0.  See if that helps.

Is the Red LED flashing on the chip. If so check the D0 connection.
If you want to test whats happening ground Xbox D0 and connect BT on the chip to pin 9 on the chip (point G) this forces the chip on and forces boot from the LPC. If you get the flash screen the BT is the problem and the D0 is ok. If you get FRAG the LPC points are the problem. If it boots the M$ dash then the d0 point is the problem
