Yes, Cromwell is pre-flashed on the chip. Are you sure you D0 wire is aligned/ correctly soldered proplerly? If your not getting cromwell on boot, then some problem is associated with the d0 wire.

Are you trying a solderless install? Its not possible on a 1.6. You can tell if it's a 1.6 if it has a chip with the name "Xyclops". SmartXX.com has some nice guide on how to install a chip on a 1.6.
