Never mind. The chip works fine if I just use wmilk.exe instead of winLPC.exe.

what option /switches are you using to program chip?
I am having the exact same problem.
is it .... wmilk -p bios.bin?  i cant figure it out.  it wont recognize device on windows xp.  i did it once a long time ago on my win2000 laptop, but i no linger have that computer.  
any help would beappreciated.

also.. does the LED turn on if its correctly plugged into the cpu?

I think the LED only turns on when flashing from the computer, as well as when it's in the xbox.
