I would say check your LPC points. frag leads me to think D0 is fine
but it isnt finding any bios on the chip, or contac with one of the LPC points
is'nt right.

Also you can't ask were to get X2 bios. It is against the rules.

flash it with the latest bios i think it is 4981.06

you need to have a 4979 or higher bios to work with a 1.5 version xbox - either get a programmer or find someone that does - you could also hot swap if you want with someone else's xbox.  

if worst comes to worst send your chip to me and i could flash it for free and then ship it back - you just pay for shipping.

I received an email from EB2K about the chip, they are saying I may or may not need the 3.3v wire installed?  It is dependant on something which they didn't mention.  Every where that I have read, the 3.3v isn't required for the v1.5 Xbox.  Is this true or are they correct?

I had to jump the 3.3v on my 1.5 but with my 1.4 it worked with no modifications at all just used the pogopin adapter.

Got it working.  I successfully soldering the 3.3v, but might not have needed it.  Ok guys, you can laugh, I put the chip on wrong.  I tried it two different ways, but not this orientation.  After I soldered the 3.3v, I got the same problem.  Double checked everything, looked at the installation diagram, found out the mounting orientation, and I am like oh shit.  Oh well, at least it works!  Thanks for the help.
