Yup no way to flash without a programme. Do you have a friend with a chip if so just do a hotswap with him and flash your chip,very simple solution for your problem also
try a dvd-rw or dvd-r  with bios on it m,ake regular disc data not an iso ppl say its needs to be an iso but it does not make regular disc with LINUXBIO.bin on it no dummy space and try it should work first time
