Matrix Flash Not Writeable

Hey guys, I've been messing around with my Matrix chip flashing the TSOP and such. But this last XBOX keeps saying "FLASH NOT WRITEABLE" when I try to flash the onboard TSOP.  Both of the jump points are sodered together, but it still wont write.  Any suggestions on why it won't?
