If this chip did exist then no one would bother installing mod chips the way they are done now.  But unfortunately what your buddy was told is not possible.  

I get so pissed hearing people trying to scam others like this.  I just finished installing a new mod chip for a single mother who tried to be nice and mod her son's Xbox.  She bought a mod chip from the local paper.  It was a "universal solderless chip" that worked in both PS2s and Xboxes.  Poor lady spent $75 on this cause it was guaranteed to be so easy.  Turned out to be an older (like maybe one of the first out.... junk) PS2 mod chip with an Xbox LPC rebuild board as the "solderless adapter".
