Can i just permanantly connect the pins for the 2 switches( 2+3) for hdtv out put always on? 2+3 enables hd

Yes, that is all that would be necessary for HDTV to always be enabled.

Just remember though, HDTV cables will be the only A/V cable you will be able to use if you do this.

and RGB scart, since it also uses 2+3, plus 1
