NOTE: Your TV probably doesn't support 480p, which is why the screen goes nuts. The XBOX itself is probably fine.

Like Frosty said, maybe your TV isn't capable of 480p.
You state 480p as being SDTV, which it isn't. 480p is EDTV and requires an EDTV or HDTV. What model is your TV, so we can clarify this?

As for your dashboard thing, I only know of how I softmodded my Xbox via hotswap (Initially) using NDure, and xboxdash.xbe is actually the launcher, whereas xb0xdash.xbe is really the original MS dash.
If you're getting the retail dash on startup, you're either using the eject button to power the sytem on, as this is intended with a retail NDure setup, or you've got something different going on than I've seen in the available softmod setups.
