A few things need to be clarified, first the lag is coming from the signal being scaled from 480i to 480p through composite, not true 480p. This is what creates the lag, look here for a more in depth reason ->
Video Game HDTV/LCD lag Composite goes up to 480i, even though what your seeing on screen is 480p, that is because of what I said above, your monitor scales it to progressive 480p at 640x480.
Most likely your Dell LCD 19" is 1280x1024, so 1280x720 should be fine at 720p, with little to no lag apparent. Just remember that lag will STILL be there when playing 480p native games. This is because the actual 480p image must be scaled down from the original number of pixels, which takes precious ms.
Unfortunately if you play any FPS/Rhthym games your best bet is getting an external input box to scale the resolutions, which eliminates most lag. Look in the AVSForum thread I posted above for the names of these boxes.
I think your Dell 19" has a good chance of having SOG (Sync On Green) chip in it. So if you want to try something, you can get an Xbox Component cable, then get a VGA->Component cable, and connect the Xbox component cable into the female component on the VGA->Component adaptor. And the VGA side into your VGA input on your computer. No need to DIY your own VGA cable if this works.
VGA->Component Cable Like this, except you want a VGA->Component Female instead of male like the one being sold.
Of course you will need a VGA BIOS, or NK10Patcher VGA for softmodders.
