Headset Poblem

my microphone on my headset works but i canot hear anyone talking through the foam ear piece... My voice output setting is on Xbox communicator only but i cant hear anything commin out of the headset. ive already tried replacing the headset but the problem is still there... occasionally i will hear a word or two out of it but quickly is gone.
