No, not that i am aware of.

But since you are obviously using a pc to type this, why don't you transfer the games .xbe over, hex edit it, then transfer it back over to your xbox hdd?

Am i missing something here?

If your XBOX is softmodded, you can use NKPatcher v10-vga6 to enable Force480p. (You will have to compile it with this option enabled) This option forces any 480i game to display in 480p, and it works flawlessly, from what I can tell. But, AFAIK, you cannot use NKPatcher with a modchip, your XBOX has to be softmodded.
